Join the City of Winterthur as a key HR leader, overseeing vital processes. Enjoy a dynamic work environment with opportunities for growth. Tasks Lead HR services including Payroll, Compensation, and HR-Controlling. Assist the Head of HR in budget, financial planning, and reporting. Enhance HR applications and digitalize HR processes for efficiency. Skills Degree in Business or HR Management with substantial experience required. About the job We are looking for a decisive and resilient leader who is the backbone of our HR. As a deputy, you will work actively with the Head of the Personnel Office. You are numerically inclined, strong in systems, experienced in projects, keep an overview even in complex contexts, and handle different stakeholders with confidence? Then take responsibility for central HR control and support processes in the Personnel Office of the City of Winterthur and actively shape the further development of our HR instruments and systems! Your Tasks Leading the HR Specialist Services & Systems department with the specialist areas Payroll, Compensation, HR Controlling, HR Systems and Projects Deputising for the Head of the Personnel Office and responsibility for budget, financial planning, reporting and controlling of the Personnel Office Responsibility for the further development and operation of HR applications as well as the digitalisation of HR processes Ensuring and further developing the instruments in the areas of remuneration, job evaluation and compensation management Creation, analysis and preparation of HR key figures as well as development of decision-making bases for administration and politics Your Profile University degree in business administration or comparable qualification with advanced training in HR management Several years of leadership and professional experience in HR services, payroll, compensation, HR controlling or HR systems Proven experience in budgeting, financial planning as well as analysis and interpretation of key figures High IT affinity and experience with HR systems, data management and process digitalisation and standardisation Initiative, convincing and analytical personality with confident manner and strong consulting skills Humour, helpfulness and friendliness as well as confident handling of different stakeholders What We Offer A versatile leadership role with high visibility and scope for design A committed team and an exciting environment between administration, politics and digitalisation The chance to help shape change and the HR world of the future at the City of Winterthur in an HR centralisation project Further benefits can be found on our website Contact Your questions about the position will be gladly answered by Caroline Gürber, Head of the Personnel Office, +41 52 267 51 83 (from 26 June 2026).
