About the job Administration Administrative and Strategic Project Officer for the SMPP The Penitentiary Medicine and Psychiatry Service (SMPP) of the Psychiatry Department at CHUV is seeking an administrative and strategic project officer at 80-100% to support the Management in overseeing major projects related to the development of Vaud prison infrastructures. This is a fixed-term contract of 2 years, with the possibility of extension. The start date is planned for 1 August 2026 or as agreed. Context The Lausanne University Hospital (CHUV) is one of the 5 Swiss university hospitals. Thanks to its collaboration with the Faculty of Biology and Medicine of the University of Lausanne and EPFL, CHUV plays a leading role in medical care, medical research, and education. The Penitentiary Medicine and Psychiatry Service (SMPP) meets all the health needs of the Vaud prison population. Its staff work directly within the canton’s penitentiary institutions and provide medical and psychiatric care to detainees. In a rapidly evolving environment, the SMPP is currently leading several major strategic projects, including the development of a prison waiting area at the Orbe Plain Establishments site, the creation of a secure rehabilitation facility for persons under penal therapeutic measures, and the project for the future Grands-Marais prison. This position offers a unique opportunity to contribute to projects with significant societal impact, at the intersection of medical, institutional, and penitentiary fields. The role is based at the Cery site, within the Service Management. Mission You support Management in designing, overseeing, and implementing complex projects in the prison environment You design, structure, and coordinate projects for the development of medical care systems, integrating their clinical, organisational, financial, logistical, and infrastructural aspects You ensure their operational implementation, monitor progress, identify risks and opportunities, and propose adjustment measures with a solution-oriented approach You organise and lead governance bodies, manage working groups, and coordinate multiple stakeholders in a demanding institutional environment You conduct quantitative and qualitative analyses, impact and feasibility studies, and prepare reports, executive summaries, and decision-support materials for Management You actively contribute to internal and inter-institutional coordination, liaising with medical and care teams, support functions, and external partners, notably the Vaud Penitentiary Service You participate in representing the service in certain strategic projects, particularly those related to infrastructures You maintain proactive monitoring, contribute to continuous improvement of practices, and help promote the specificities of prison health care. Profile You hold a Master’s degree in health, social sciences, or economics You have at least 5 years’ experience in a management role within a health or social sector management team You have at least 8 years’ proven experience managing complex projects, ideally gained in demanding institutional environments A good knowledge of the prison environment and its challenges is a decisive asset You have a good understanding of the functioning of Vaud care institutions and the penitentiary system You demonstrate excellent analytical skills, the ability to take a step back, and manage complex situations You are comfortable working in a cross-functional environment involving many stakeholders You possess excellent interpersonal skills and a strong sense of collaboration You show rigour, excellent organisational skills, and a strong results orientation You have a strong sense of responsibility, high professional ethics, and adhere to public service values.
